Follow up - 0798e7d47e
- moved from circle ci to github actions. Used ENV GITHUB_REPOSITORY collides with GitHub actions ENV and gets overwritten. Ref: https://help.github.com/en/actions/configuring-and-managing-workflows/using-environment-variables
